Subject: Power Supply to 11KV Rural Agriculture Feeders.

Member/Distribution has taken meeting with officers of al Distribution Zones on 27.04.06, 01.05.06 and 02.05.06. Minutes of the meetings have been circulated by SA/T to Member/Distribution vide his endst. No. 1261/99 dated 08.05.06. In confirmation of the decision taken during these meetings and conveyed vide above said MOM, following instructions regarding regulation of Power Supply were circulated:

i) At certain Grid Sub-Station, supply to A.P.Consumers as per PC Schedule is not possible in two groups due to grid constraints. It has been decided that at such Sub-Station supply shall be given in three Groups, only with the specific written approval of concerned EIC/CE/DS, who will ensure that the maximum number of feeders are accommodated in regular day/night groups & minimum load is shifted to the third group. A copy of approval so granted by EIC/CEs/Distribution shall also be supplied to this office for reference & record. Separate supply schedule will be given by PC for such feeders in 3 groups.

ii) Detailed instructions were circulated vide P.R.Circular No. 5/99 dated

21.06.99 for allowing compensation on such rural feeders where A.P.Consumers could not be given power supply as per PC’s schedule due to fault on the feeder or system constraints etc. such compensations were being allowed by Addl.SE/Sr.XEN/DS earlier. Now it has been decided that such compensation shall be allowed only with written approval of concerned

Dy.CEs/SEs/DS who shall ensure that the compensation is for the actual period of loss of supply during the scheduled hours/only. Dy.CEs/SEs/DS will maintain the record of such approvals in their offices in a separate register.

It is further added here that due to availability of additional power on real time basis, some additional supply beyond scheduled hours given to agricultural feeders for optimum utilization of available power. The extended hours of power supply are as per additional availability on hour to hour basis & supply is curtailed as soon as the power availability becomes normal. As such, power supply given during such additional hours beyond scheduled hours of supply shall not be considered for allowing compensation to agricultural consumers.
